The case of the policy concerning diversification of the providers of education analyzed in this paper illustrates the hypothesis such that the political reform in 1990s and the central government restructuring in 2001 which were intended to enhance the Cabinet enabled us to make the policy by the “Bureaucratic leadership” and the “Political leadership” at the same time. The studies of education policy so far tend to excessively emphasize the “Political leadership” and think light of the “Bureaucratic leadership” after 2000s. I think, however, this tendency is one-sided and should be modified.
