To explore the process and reason, I use the official organs of Japan Teacher’s Union (JTU) and associated journals. In particular, I analyze the usage of the term “the cultural activities” because it meant almost the same thing as the training of professional ability. I found that various opinions about “the cultural activities” appeared in the organs and journals. This suggests that the organs and journals had freedom of speech and press.
