High School Establishment Standard was enacted in January 1948. The Ministry of Education established a Secondary School Standards Committee to let them write drafts of the standard in March 1947 just before the enactment of School Education Law. This paper introduces seven drafts. As well as the committee, the Ministry of Education and the CIE seemed to be involved in making them.
