This research shows that at least in past 30 years (1984-2013) no student studied from 1st grade to 12th grade under a series of the standards which were revised at the same time, and that all students experienced the transitional periods. Then, two issues are derived from this research. One is an academic problem that the transitional measures and periods have not adequately been taken into consideration in studies in Japan so far. As a result, with an omitted variable bias, they have various difficulties in analyzing or reasoning. The other issue is a practical one in that, because, in the periods, the standard changes slightly according to each school year and each grade, the present curriculum system does not always guarantee that students remain in the same grade.
