Specifically, Yokohama City School Council System was chosen for the analysis. The reason I chose Yokohama City School Council System as the sample is following.\nIn Yokohama City is unique in way that, although they aim to set up school councils in specific number of schools, hereinafter selected schools, their aim is not to set it in all of the schools.
