This paper aims to summarize how the policies of “Opening a School” have been discussed and why the concept of it was integrated with school council and school evaluation systems in late 1990’s. Although these systems were established to promote the participation of parents in schools and guarantee the parents rights to school education, it is necessary to confirm the effectiveness of them as these systems were introduced to school very swiftly.// To do so, this paper examines the present conditions of communication between schools and parents, especially how parents can be involved in schools’ decision-making, using the results of questionnaire which was carried out in 8 public high schools in Shizuoka city.
