First, this research investigated how much the personnels of boards of education including local branches and institutions of research and training that transferred from the teacher of public schools. And second, this research investigated how the scale of these organizations of boards of education changed as compared with 1988.  Through this investigation, it became clear that many organizations which is performing educational administration consists of the personnels according to each role. And the fixed tendencies has been also checked about the changes of each organizations'scale from 1988 to 2003. On a concrete target, while the boards of education secretariats were making the scale expand in many prefectures and government ordinance cities, local branches were making the scale reduce.
