Two ways are proposed to bring variety to the providers: to utilize the vitality of the private sector in established public schools and to explore new forms of public education. The former is the fundamental approach to reforms. On the other hand, the latter is actively discussed and gradually put into practice, especially in the special district for structural reform (kozo kaikaku tokku). For example, stock companies are allowed to operate schools in the special districts. However, expanding the qualification to run the schools may results in a increase of disparities in public education.
