And recently, issues of delegating and entrusting problem for the authority of educational administration are appeared in relations of central government and local ones. However, concrete analyses of such problems for the delegation in educational administration are very few. This paper is a petty study for the analysis of these, only in contents of laws and ordinances for the educational administration. Next, it decided to examine the problem of parents' participation in this system and laws. We can find out some cases about the parents' participation in administrative system and each school. Most of all, in Korea, it is a fact that the 'School Council' is doing very important role also not only in a school but in educational administration.
