However, after Education Reform Act was enacted in 1988,it was decided to establish \"National Curriculum\". And it has been revised twice since then. In the National Curriculum, \"programmes of study\", \"attainment target\", and so on, are established in every key stage of each subject. Publishers produce textbooks used in classrooms which refer to the National Curriculum. However I have drawn the conclusion that the link is not strong.
