The aim is to stimulate the curricular reform in public elementary schools and junior high schools. This paper demonstrates and analyses the result of the research concerning 2 provinces, 3 cities, 1 ward and 5 schools, which is based on the interview as well as the date that I collected from the related documents in the light of the theory of a policy formation process.
