In view of precursory changes in the amplitudes of horizontal components, that appeared in association with the 1978 Izu-Oshima-Kinkai earthquake of magnitude 7.0, time-dependence of transfer functions is examined. Transfer functions Au and Bu (the in-phase parts of A and B) seem to have been enhanced prior to the Izu-Oshima-Kinkai earthquake, although the changes are not very significant because of large noises. The observed changes can qualitatively be interpreted as indicating the appearance of a conducting area in the focal region before the earthquake occurrence.
