The effects of crustal layerings are removed by Haskell's method. From relative spectral ratios P/PcP and pP/pPcP, the maximum of the average Q for P waves, Qα, is estimated as 800. The ratio of the average Q for the upper 870km of the mantle, Q'α, to that for the rest of the mantle, Q\"\"α, cannot be larger than 0.3. The probable range of Qα, Q'α, Q\"\"α and Q'α/Q\"\"α can be Determined as 410
