Because of the military necessity,  the Chief of Staff recommended the extension and the President urged it on graounds of the gravity of the danger to the United states. Nevertheless, neither offered specific evidence of the danger.Opponents of the extension maintained that eztending their service was a breach of faith to the selectees, and that the danger was no greater than before.//Bills first introduced authorized the President to extend the service as he may deem necessary. In the face of opposition, however, they were soon replaced by one calling for a congressional declaration of a national emergency as reason for the extension.Fear of unclear effects of such a declaration soon spread and the committee abandoned that plan. As reported to the floor, the bill still authorized the President to extend the term of the service without any compromised to eighteen months. In this way, opponents checked the expansion of presidential power.//Congressional battles before Pearl Harbor should not be dismissed as only debate between isolationists and internationalists.
