The issues in question are varied (e.g. “When should we start learning English?” and “How should English be taught?”). Like many other kinds of controversies, such issues have been divided loosely into two separate camps based on people’s beliefs, values, or ideologies. Additionally, there are some variations in the opinions or ideological standpoints within each of the groups. In this review paper, I analyze various meanings and purposes of learning English and becoming able to use English in Japan as narrated by the two sides of the ideological groups.
