CIRJE-J"}]}]},"item_8_description_13":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_8_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本論文では、昭和45（1970）年3 月になされた八幡・富士製鐵の合併について定量的な評価を行なうことを目的とする。水平的な合併において生じるだろう競争制限効果および生産性向上効果を勘案した上で、八幡製鐵と富士製鐵との合併を経済的な余剰の観点から分析すると共に、合わせて当時の公正取引委員会において応諾された同意審決における競争回復措置が経済厚生に与えた影響を定量的に評価する。1960 年から1979 年までの銑鋼一貫企業上位6 社（但し合併後は5 社）における生産・投入データを用い、企業の戦略的な生産及び設備投資についての行動を定式化し、かつ投資を通じた生産性向上も考慮した動学的な構造推計モデルを用いて定量分析を行なった。推定の結果、合併を境に、企業の投資行動は戦略的補完関係から代替関係へと変化したことが明らかになるなど、当時の日本の鉄鋼市場と整合的な姿が浮き彫りにされた。推定結果を踏まえたシミュレーションにより、八幡・富士製鐵による合併は、競争制限効果が見られたものの、生産性向上の効果がそれを大幅に上回ったため、社会余剰（消費者余剰と生産者余剰の和）は年平均45%ほど上昇したことが分かった。同意審決にて応諾された競争回復措置は、そうした措置なく合併がなされた場合と比較して、新日本製鐵以外の競争業者（とりわけ神戸製鋼と日本鋼管）の生産性を向上させることに寄与したものの、その生産性の向上の度合いは競争回復措置により新日本製鐵がこうむった生産性低下を埋め合わせるまでには至らず、全体として社会厚生を減少させる効果を持ったことがわかった。この社会余剰に与える影響を、競争当局は事前に予見することが可能であった点もこの論文より明らかにされた。本論文から得られる政策的な含意として、とりわけ投資が重要な役割を持つ産業における企業結合の事前審査においては、需要の弾力性値、費用関数の形状に加えて、投資活動の戦略的代替・補完性の程度にも注視すべきである、との示唆が得られた。","subitem_description_type":"Abstract"},{"subitem_description":"This paper estimates a dynamic oligopoly model to assess the economic consequences of a horizontal merger that took place in 1970 to create the second largest global producer of steel. The paper solves a Markov perfect Nash equilibrium for the model and simulates the welfare effects of the horizontal merger. Estimates reveal that the merger enhanced the production efficiency of the merging party by a magnitude of 4.1 %, while the exercise of market power was restrained primarily by the presence of fringe competitors.
