This article seeks to elucidate the characteristics of China’s IEL policy from the 1980s through the 2010s by reviewing the collected papers of Professor An Cheng (陳安), a leading scholar of IEL representing the first generation of Chinese IEL scholars. Professor Cheng wrote extensively on the jurisprudence of IEL, the law of international trade and international investment law. His scholarship is characterized by (i) a pragmatic approach to the subject matter, aiming at pursuing the most appropriate direction for China’s policy objectives, and by (ii) a consistent approach to pursue China’s interest as a large developing country aiming at peaceful rise. Accordingly, Professor Chen’s argument conforms to China’s IEL policy since the 1980s until recently. Now that China has become the world’s second largest economy, China is expected to lead the development of IEL by supporting the multilateral trading system and liberal international investment law.
