Although it might seem self-evident that politics cannot be separated from emotional motivations, this has not been fully appreciated in historical works on early American politics. The aim of this paper is to reinterpret the Nullification Crisis (1828–33) by focusing on the dimension of passion behind the seemingly reasonable deliberations. The Nullification Crisis was a crisis of disunion, which was triggered by the attempt of South Carolina to nullify the federal tariffs. In response to South Carolina’s nullification, President Andrew Jackson attempted to send the federal forces to South Carolina. In order to fight back Jackson’s action, military volunteers were recruited in South Carolina. Radical malcontents in the state even claimed the state’s right of secession from the Union. On the verge of military collision, Congress passed both the Compromise Tariff Bill and the Force Bill, which eventually settled the crisis. This study especially examines why the Force Bill had to be enacted in spite of the fact that the crisis had already been mitigated by the tariff compromise. The main focus here is on the long neglected linkage between the compromising schemes of reducing tariff and the theoretical debate over sovereignty.
