From the beginning it has been aimed at protecting the educational environment and equalizing opportunities for finding employment. But, the rule was not followed. I cover these issues in this paper, and I would like to elucidate its mechanism by institutional theory.\n With the theory of Douglass Cecil North, I can think the university graduate labor market consists of formal regulation and informal practices. And they shaped the present system by influencing each other on the market players.\n In conclusion, the regulation was not strongly conscious of achieving the goal from the beginning, and has missed the opportunity to improve the rules over and over. The system became more rigid as the number of years passed, now the system is no longer easy to change.
