This paper examines the research on thought discriminations in the employment of teachers, which is the earliest study on the systems for the employment of teachers.\n I found that in the development of that research, the authors described the era of education boards of the popular election system (1948~1956) as an ideal era, and contrasted that period with a later time (1960s~1970s).
