In this situation, the meaning of parents and community residents for schools is more concerned. The aim of this study is to clarify the structure and issues in studies of school participation and to try to examine the framework that overcomes the issues, by reviewing how the participation in school of parents and community residents has been evaluated in the preceding studies. As a result, it is revealed that the previous studies possess the framework to value the participation of parents and local residents for their contribution to child development. In addition, this framework has been based on the theory of people’s rights to education that supposed child development.
