The problem stream describes the need for common recognition of the goal of improving college preparedness through cooperation between high schools and universities by the related leadership. The policy stream describes the need to address college preparedness through a concrete reform plan: The High School / University Articulation Test. The politics stream describes the need for the private advisory council in the Cabinet to discuss the reform of the standardized Japanese university entrance exam in order to promote college preparedness.\n The failure to implement the University Articulation Test can be attributed to failures in all three streams. First, the problem stream was suppressed by the emergence of a large problem. Moreover, the Central Education Council in the policy stream and the private advisory council in the Cabinet in the politics stream didn’t cooperate during the policy formation process.
