This paper consists of three parts. The first part reviews the changes in terminologies such as community media, alternative media, citizens’ media and participatory media. This part also classifies previous literature’s perspectives into three groups: activism, localism, and amateurism. The second part then examines the philosophy and practice of Mingei （Japanese folk art） movement to reinforce the debate on the amateurism. This part also illustrates the framework for the creation of Mingei in the context of community media. The final part proposes the perspective of “design” which uses practice-based research as a methodology while comprehensively taking over the previous research by activism, localism and amateurism.
