A Theoretical Study on the Economic Mechanism of School Textbook System : Comparative Institutional Analysis about Textbooks Ownership and Expenses by Means of Game Theory
This article discusses the economic structure of school textbook system with the framework of Comparative Institutional Analysis. First, the features of the two types of them, Provision-type system (textbooks are the property of the students, and purchased at public expense) and Lending-type system (textbooks are the property of the schools, and schools lend them to students for their use), are analyzed through a comparison in 1986-2010 between Japanese system as the former example case and the U.S. system as the latter. Then, based on this analysis, I discuss the structual difference among the three types of the school textbook system models, namely Lending-type, Provision-type, and Buying-type system (textbooks are the property of the students, and bought at students’ own expense), by means of game theory. From this discussion, it is concluded that Lending-type system is suitable in less regulative market, but there is possibility of more expansive government finance due to no restriction on the price; and that Provision-type and Buying-type systems, on the other hand, need regulations, especially the price control, in order to stabilize the system.
