| 内容記述 | 冷戦終結後,アフリカは「紛争の大陸」と化した.紛争の数が多いだけではない.紛争の犠牲者の数も突出して多い.どうしてだろうか.しばしば,アフリカ(サハラ以南アフリカ)諸国が多民族国家であることがその理由のようにいわれるが,そうではない.民族数と国内紛争の間に際立った相関関係はなかった.それよりも,広い意味での「貧困問題」と「以前の紛争の記憶」の方が,国内紛争に影響があるという結果がみられた.他地域と比べてアフリカの紛争の犠牲者が多い理由については,同朋意識の欠如,大国の介入の多さ,大国に支えられた少数支配,国家の崩壊,貧困による現状への不満が生んだ「紛争の大衆化」,武器の流入,天然資源紛争といった原因をみることができた.これらの理由の多くは,アフリカ人だけの責任に帰すことができないものばかりである.大国及び資源に群がる多国籍企業の責任は大きい.武器の製造・販売国への規制も不可欠だろう.アフリカの側も,平和的に問題を解決するというコンセンサスを築き,富の再分配を徹底することにより,民衆の生活向上をはかるべきである. | |||||

| 内容記述 | Why so many people have been killed in African conflicts, compared with other continents? The reason that most of African states are multi-ethnic countries is not true. There is no relation between the number of ethnic groups and the conflicts. Poverty is one of the reasons. About two third of HIPCs are African countries. The economic situation is getting worse and worse. People who have frustrations are easy to be mobilized and to cause the conflicts. Intervention by big powers and also multinational corporations that want to control the natural resources like diamond and oil are another reason. Such intervention tends to cause the collapsed state in Africa. Small arms are to be controlled, too. African elites are required not to use the weapons for resolving politics, and to re-distribute the national wealth. | |||||
