This study examines the Reggio Inspiration in early education in Ontario, in line with the policy formulation and implementation process of the Full-Day Kindergarten. We found the following. First, “Early Learning for Every Child Today (ELECT)”, which was a guideline for early education developed in 2007, had both the potential to create rich play-based practices for children and the risk of to make practices poor due to too many skills and indicators. Second, “With Our Best Future in Mind (Pascal Report)”, which developed in 2009 and designed the Full-Time Kindergarten, emphasized ELECT as lists of skills and indicators. Third, teacher resources were created to support playbased learning, with the idea of “rich child” introduced from the idea of Reggio Emilia.
