内容記述 | This paper examines topics and research questions for inquiry-based learning in “Contemporary Society,” a Japanese high school Civics subject. Inquiry-based learning has been promoted by national curriculum reform since the late 1990s. It was also implemented into high school Civics. This paper takes “Contemporary Society” as a case and addresses the question of what kind of activities are conducted in inquiry-based learning. First, a content analysis of national curriculum guidelines (“Course of Study”) announced in 1999 and 2009 is conducted, and topics and research questions for inquiry-based learning expected by the Japanese Ministry of Education are shown. Second, a content analysis of 20 textbooks is conducted, and whether the topics and the exercises for inquiry-based learning in textbooks reflect the Course of Study or not is examined. The result shows topics of inquiry-based learning in the textbooks expand to include issues related to politics, economics, and international affairs, following the change in the learning order of inquiry-based learning in the Course of Study from the beginning of the subject to the end. The main research questions in the Course of Study change from questions that require fact-based answers to questions that require problem-solving of controversial issues. Most textbooks follow the change of questions in the Course of Study. In contrast, some textbooks published during the 2009 Course of Study period do not include many topics and exercises for inquiry-based learning. It suggests a difference between the aim of curriculum reform and the implementation of reform in textbooks. | |||||||||
