This case study explores organizational factors and practices that affect collaboration between a central international office and departmental offices toward institution-wide internationalization. Approaches for institutional changes such as Comprehensive Internationalization have been considered as a key strategy to alleviate difficulties associated with centralized international offices at Japanese universities. In Japan, studies of international offices and international education officers have primarily focused on competencies and identities of international education officers while there as not been enough study of organizational structures that foster such changes. This study analyzes roles that academic department offices play in institutional-wide internationalization and their collaborative relationship with central offices. It pays special attention to the job-rotation system and other HR practices that contribute to organizational collaborations and development of personal competencies in alignment with certain managerial needs. |
