| 内容記述 | The causes of famine have been thought of as food shor tage, population pressure, and natural disasters so far. But, any one of these or any combinations of these factors are not true direct causes of famines in human history, as past researches have found. This paper argues that in order to gain a new insight on what causes famine we need fresh new approach which integrates famine-vulnerability, resilience of a social system, and the recognition of social risks involved in family, community, and national levels. This paper firstly presents brief discussion on famine definition. After presenting some of the earlier research results on famines, we discuss about famine as the sequence of seven processes. It is understood that this way of grasping famine sequence will be far more beneficial for policy-making, coping famines, and thus devising effective and efficient prevention activities and policy designing to deal with famines, and better rescue activities. Matrix table of various vulnerability factors tries to show possible coping strategies of family, individuals and community. In order to design policies to cope with vulnerability and resilience, some factors are presented in classification as protection and promotion for the people in vulnerable areas. | |||||
