内容記述 Capital relocation is an issue that can have a major impact on a nation's future. This paper considers the characteristics of policy decision-making in Japan and Korea by comparing the different ways in which the two countries developed and decided on a policy for capital relocation. The process of deciding a policy on the issue of capital relocation in Japan began with consensus building between the ruling and opposition parties around an initial policy proposal. After a consensus had been formed, debate between Diet members continued at a round-table conference. Then, after the proposal had acquired the status of a policy agenda, a board of inquiry was formed by political parties and a council were formed in the government. In addition, a round-table conference that included academic experts was established. This round-table conference evolved into an ad hoc consultative agency that put together advisory opinions for ministers and the prime minister. Ministers and the prime minister reported these opinions to the Diet and had them deliberated on in the Diet committee, and they eventually resulted in a final law and policy. In Japan, after 13 years'deliberation, the aim of capital relocation evolved into ‘relocation of the functions of the capital,'and resulted in the 1990 Diet resolution that approved the relocation of the National Diet. In Korea, the capital relocation issue was highlighted when presidential candidate Roh Moo-hyun made a public commitment to establish a new administrative capital during his 2002 presidential election campaign. He later took action to fulfill his pledge. Although the Special Act on the construction of the new administrative capital was enacted in December 2003, the Constitutional Court ruled in October 2004 that the Special Act violated the constitution. The government immediately took alternative measures, deciding upon a plan to relocate major government organizations in October 2005. A ground-breaking ceremony was held in July 2007. The greatest dif ference that can be obser ved in the decision-making processes in Japan and Korea regarding the issue of capital relocation is whether or not efforts were made to form consensus through persuasion and compromise. This was the case in Japan, reflecting the existence of the group leadership system that places great value on consensus and harmony, but not in Korea, whose the decision making process can be characterized as the complete opposite of Japan's in this regard.
