| 内容記述 | In discussing school boards, especially in post-war Japan, many have rested on the basis of 'layman control' and 'professional leadership'. And they sometimes used 'popular control' instead of 'layman control' and gave them same meanings. But in the process of legislating 'the Board of Education Law', teachers were given qualification for election to the member of school board. Based on this, it was emphasized that 'popular control' replaced 'layman control' and school boards changed their characters. I considered this point, in this paper, and found that 'popular control' emphasized there is not so substantial, because it approved teachers' rights only passively and gave teachers no active parts in school administration. Moreover, this 'popular control' didn't (and doesn't) have any means to control the 'interna' of education. Also on 'externa', it couldn't (and can't) control the 'professional' leadership (substantial direction) of superintendents. 'Popular control' in the true sense should be the control over the whole spheres of education exercised by the people concerning. | |||||
