内容記述 board offices. Previous studies have argued in favor of the expertise of the teacher's consultants (shido-shuji). However, few studies have focused on the expertise of other officials in the education board offices, such as general administrative workers from the governor's or mayor's offices and former school clerks promoted to administrative positions in the education board offices. This study focused on the education board offices in the local governments and revealed three findings. (1) While most general administrative workers come from the governor's or mayor's offices, a few education offices—especially in prefectures—hire them from education board offices. In addition, some offices hire them in conjunction with the governor's or mayor's offices, assigning some of the new or younger workers to the education offices to train them as "specialists in educational administration." (2) The work in the education offices are usually divided between the general administrative workers and the teacher's consultants. The former engage in administrative duties and the latter in instructing and advising schools. Although the two categories of work are usually mutually independent, in some offices—especially the small ones—the general administrative workers are directly involved with the school and/or cooperate with the teacher's consultants. Therefore, in addition to focusing on teacher’s consultants, we have to improve the expertise of general administrative workers in educational administration to strengthen the expertise of education board offices.
