| 内容記述 | 本論文は、日本において最初の周波数オークションの事例となることが期待される「4G周波数オークション・ジャパン」について、「日本型パッケージ・オークション(Japanese Package Auction(JPA))」と総称される、複数の実践的なオークション・ルール設計の骨子を提示することによって、周波数オークションを現実に理想的な形で実施することが可能であることを説明する。パッケージ・オークションに「VCGメカニズム」を搭載し、正直に価値表明するインセンティブを入札者に提供することによって、効率的配分が実行可能な形で達成できることを説明する。特筆すべきは、設計案JPAでは「技術中立性」が最大限に保持されることである。また、周波数利用免許を複数のアイテムに分類するなどの工夫によって、入札者の意思決定の複雑性が劇的に緩和される。売却される免許の数が多くないことと、免許が比較的均質であることから、海外の事例にみられるようなパッケージ・オークションの導入を阻む可能性のある様々な問題点は、4G周波数オークション・ジャパンには該当しないことが説明される。 | |||||

| 内容記述 | This paper demonstrates new practical auction formats that are well tailored for the forthcoming 3.4～3.6 GHz spectrum allocation problem, which will be expected to become the first experience of spectrum auction in the Japanese society. The general term of these formats is the Japanese package auction (JPA), which is a particular form of combinatorial auction design loaded with the concept of VCG mechanism and with the devices to calm the complexity of decision making such as ascending clock auction and item division. It is important to note as an original manner of designing JPA that the Japanese government can maintain the technical neutrality concerning the competing standards of technology such as LTE-Advanced and WiMAX2 to the maximum. We explain that JPA is much better than the simultaneous multi-round ascending auction in terms of various aspects such as efficiency, incentives, and complexity. | |||||
