This article reviews research on the policy-making process of education reforms under the second Abe administration. After reviewing recent debate surrounding the policy-making process in education reform, prior research on specific moments of policy formation is introduced in the three cases of moral education subjectisation, board of education reform and university governance. The analysis of these cases brings into focus recent trends of research and remaining theoretical issues. Finally, it points toward the need for further empirical analysis to understand not only changes in the processes of reform, but also its determinants and microprocesses. |
