| 内容記述 | 埼玉県の市立図書館を対象に3事業の採用プロセスを研究した。特に注目したのは、問題が図書館の課題として認識されるプロセス、課題とされた問題が決定に至る条件、検討プロセスと決定案との関係、である。結果、問題の提起は、図書館の外部からなされる場合と内部からなされる場合があった。しかし、実際に検討すべき課題に位置づけていたのはほとんどが図書館長をはじめとした管理職であった。事業採用の決定はすべてで会議などのフォーマルな手続きを経ていなかった。検討プロセスと決定案の分析から図書館が直面していた問題や類似サービスの存在などが採用される事業の特徴に強く影響を与えていることが分かった。 | |||||

| 内容記述 | This paper describes a study on the innovation adoption processes at municipal libraries in Saitama Prefecture. In particular, the study examined the following three aspects: situations wherein the librarians noticed problems, conditions in which the innovations were adopted, and relationship between the decision-making processes and the characteristics of the innovations. The result revealed that many actors, including citizens and librarians, suggested the innovations. In most cases, the library directors decided to handle the problems themselves and adopted the innovations without engaging in formal decision-making procedures such as meetings. The result also revealed strong correlations between how the issues were perceived and the existence of similar innovations. | |||||
