内容記述 | This paper aims to clarify the objectives and means of “the Race to the Top-Early Learning Challenge (RTT-ELC)” policy under the Obama Administration in the U.S., and to find out what kinds of states received RTT-ELC grants. The findings in this research are as follows. First, the objectives of RTT-ELC are to improve the quality of early learning and development and to close the achievement gap for children with high needs. In other words, RTT-ELC supports states that build or try to build a statewide system that raises the quality of early learning and development programs so that all children receive the support they need to enter kindergarten ready to succeed. Second, as I expected, states which have economic or educational capacity received RTT-ELC grants while states which have little capacity did not. Then, I compared the early learning and development system of Kansas, which failed to get an RTT-ELC grant but whose elementary school students have a high score on the achievement test, with that of Massachusetts, which got an RTT-ELC grant, in order to clarify some other problems of the RTT-ELC competition. As a result, I point out the problem that Kansas, which carried out a unique, but seemingly sufficient policy without following the framework suggested by the federal government, was not able to receive the grant. | |||||
