| 内容記述 | 本研究では、全児童対策事業と学童保育事業の「一体化」という学童保育の制度変容の構造を、保護者の子育て意識との関係性から明らかにした。一体化を全国に先駆けて実施してきた東京都B区を事例とし、B区の学童保育利用保護者へのインタビュー調査の結果を主なデータとして分析をおこなった。ここから、学童保育の制度変更下で保護者が学童保育に対し「最低限」の要求と「期待しない」意識をもっていることが明らかになった。こうした保護者の意識は、制度運用に影響を与え、一体化を促進し、他方で、学童保育という制度から保護者の意識や関わりを遠ざけ、結果的に、制度が保障しようとしている「すべての子どもの健全育成」が実現できなくなっているようにみえる。すなわち、学童保育の制度と保護者の子育て意識の<悪循環>の構造が見出だされた。 | |||||

| 内容記述 | This study intends to discuss the relationship between the changes in the after-school care system and the overall child care awareness among parents. B ward in Tokyo, as a progressive case, integrates after-school measures for all children and the after-school care system. Parents living in B ward who used the after-school care system were interviewed for this study. From the study, the results showed that parents were discouraged about the after-school care after the enactment of the integration of the two systems. These parents'awareness has an influence on the after-school care system, which is heading towards integrating with after-school measures for all children. On the other hand, the awareness and concerns among parents are not related to the after-school care system. As a result, it can be speculated that the intention of "promoting sound growth for all children" does not operate. In other words, the relationship between the changes in the after-school care system and the child care awareness among parents is structurally under a negative spiral. | |||||
